This final report provides a comprehensive assessment of the alignment of Ukrainian legislation in the district heating sector with relevant European Union legal and policy frameworks. The study evaluates compliance with key EU directives, including the Energy Efficiency Directive (EU) 2023/1791, the Energy Performance of Buildings Directive (EU) 2024/1275, and the Renewable Energy Directive (EU) 2023/2413 (RED III), as well as the consistency of national strategic documents with EU energy and climate policies. The report presents findings and recommendations to support further harmonisation of Ukraine’s district heating legislation with the EU acquis within the framework of sector reform.
